HARARE – President Emmerson Mnangagwa has promoted businessman and ZANU PF official Justice Mayor Wadyajena to the party’s Central Committee, while Senator Kudakwashe Tagwirei has been appointed Secretary for Economic Affairs and Investment Promotion in a fresh restructuring of the ruling party.

The changes, announced on Thursday, October 15, 2026, also see former party Secretary for Science and Technology Obert Mpofu moved to the Council of Elders.

The appointments take immediate effect, according to a statement issued by ZANU PF Secretary for Information and Publicity Christopher Mutsvangwa. Read the statement in part:

“Cde. Dr. Emmerson Dambudzo… has made the following appointments and re-deployments respectively:

  1. Cde. Mayor Wadyajena has been appointed a Central Committee memnber.
  2. Cde. Obert Moses Mpofu formerly the Secretary for Science and Technology has beenappointed to the Council of Elders.
  3. Senator Dr. Kudakwashe Tagwirei has been appointed to the new re-designated position of Secretary for Economic Affairs and Investment Promotion. These appointments are with immediate effect.

The latest changes come as Mnangagwa consolidates his influence within the party amid growing speculation about succession politics and reported tensions involving Vice-President Constantino Chiwenga.

Wadyajena Elevated to Central Committee

Wadyajena’s appointment comes barely a week after he launched a student scholarship and innovation programme at Chinhoyi University of Technology (CUT) under the President Emmerson Mnangagwa Campus Renewal Challenge.

The initiative, launched ahead of ZANU PF’s 23rd National People’s Conference in Chinhoyi, is designed to reward student innovation through scholarships and other prizes.

The programme includes the Campus Renewal, Enhancement, Signage and Technology (CREST) competition and the Presidential Reward for Innovation, Merit and Excellence (PRIME) initiative.

Wadyajena, who chairs the Gokwe-North District Coordinating Committee, has been involved in implementing the initiative on behalf of the President.

His elevation to the Central Committee gives him a place in one of the party’s key decision-making structures.

However, there is no publicly established evidence that his involvement in the university programme directly influenced his appointment.

Tagwirei Gets New Party Position

Tagwirei, a businessman who recently entered Cabinet as Minister of Economic Development and Investment Promotion, has now been assigned a corresponding economic role within ZANU PF.

His new position as Secretary for Economic Affairs and Investment Promotion follows the separation of the economic development and investment promotion portfolio from the Ministry of Finance.

Mnangagwa appointed Tagwirei to head the economic development and investment promotion ministry on October 8, while Professor Mthuli Ncube was reassigned to lead the Finance Ministry. Tagwirei was sworn in on October 12.

The new party appointment further places economic development and investment promotion at the centre of Tagwirei’s political responsibilities.

His influence in government and the ruling party has attracted attention as Zimbabwe pursues investment-led growth and Mnangagwa’s administration advances its Vision 2030 agenda.

The party statement, dated October 15, said the appointments were made in accordance with Articles 7, 8 and 9 of the ZANU PF Constitution, which govern appointments to the Central Committee, Council of Elders and Politburo respectively.

It stated that Mnangagwa had made the appointments and redeployments “with immediate effect”.

Mpofu Moved to Council of Elders

Mpofu’s appointment to the Council of Elders follows his previous role as Secretary for Science and Technology.

The move is part of the latest reorganisation of senior party positions, although the statement did not provide further details about the reasons behind his reassignment.

This appears to be a demotion for Obert Mpofu, who has held several influential positions within ZANU PF over the years, including that of party Administrator.

The changes affect three senior figures at a time when ZANU PF is preparing for its national conference in Chinhoyi.

Restructuring Unfolds Amid Succession Tensions

The appointments come against the backdrop of reports of divisions within ZANU PF over constitutional changes and the party’s succession question.

Recent reports have suggested growing tensions between Mnangagwa’s allies and supporters of Chiwenga, with disagreements reportedly centred on proposed changes to the party constitution and the implications for the leadership succession process.

The debate has intensified following constitutional changes that have altered the political timetable surrounding Mnangagwa’s tenure, although the implications of the developments remain contested.

Chiwenga’s reported absence from several recent political events, including Tagwirei’s swearing-in ceremony, has also fuelled speculation about tensions within the ruling party. His reasons for missing the events have not been publicly established.

Against this backdrop, appointments to the party’s senior structures are likely to attract scrutiny over the balance of influence among competing political interests.
