President Emmerson Mnangagwa has appointed businessman and senator Kudakwashe Tagwirei as Minister of Economic Development and Investment Promotion, splitting Zimbabwe’s powerful Treasury portfolio and giving one of ZANU PF’s prominent financiers a formal role in Cabinet.

The appointments, announced on Thursday, 8 October 2026, leave Professor Mthuli Ncube in charge of Finance, while Tagwirei takes over economic development and investment promotion.

The reshuffle carries implications beyond economic policy. Tagwirei, the Sakunda Holdings boss whose business interests and financial support for ZANU PF have made him an influential figure, now has a direct role in government as the ruling party faces growing questions about its future leadership.

The move also changes the balance of responsibilities at the centre of Zimbabwe’s economic policymaking, separating the management of public finances from the drive to attract investment.

Ncube Loses Economic Development Portfolio

Before the reshuffle, Ncube headed the combined Ministry of Finance, Economic Development and Investment Promotion, a powerful portfolio responsible for Treasury matters and the government’s investment agenda.

The restructuring separates those functions, leaving Ncube responsible for Finance while Tagwirei takes charge of economic development and investment promotion.

Chief Secretary to the President and Cabinet Martin Rushwaya announced the appointments in official statements on 8 October.

“His Excellency the President, Cde Dr Emmerson Dambudzo Mnangagwa has appointed Kudakwashe Tagwirei as Minister of Economic Development and Investment Promotion,” Rushwaya said.

A separate announcement confirmed Ncube’s reassignment as Minister of Finance under Section 104(1) of the Constitution.

The appointments took effect immediately.

The new arrangement places investment promotion under a businessman with interests across major commercial sectors. It also raises questions about how the government will coordinate economic policy, attract investors and manage potential conflicts between private business interests and public responsibilities.

The precise division of responsibilities between the two ministries will depend on the government’s formal allocation of functions.

Tagwirei’s Rise Fuels Succession Debate

Tagwirei’s appointment comes amid speculation over who could eventually succeed Mnangagwa as ZANU PF leader and Zimbabwean president.

The businessman has become an influential figure in the ruling party through his commercial interests and financial support for its activities. His growing political profile has fuelled debate about his ambitions and his relationship with the party’s senior leadership.

In 2025, Tagwirei’s proposed entry into ZANU PF’s Central Committee reportedly faced resistance from Vice President Constantino Chiwenga, who raised procedural concerns during party deliberations.

Tagwirei was subsequently co-opted into the Central Committee, strengthening his position within the ruling party.

Chiwenga, a retired general who played a central role in the 2017 military intervention that ended Robert Mugabe’s presidency, has long been viewed as a potential successor to Mnangagwa.

Tagwirei’s appointment to Cabinet now gives him a formal government platform, greater visibility and direct responsibility for a key area of national policy.

It also places him in a position to engage investors and influence the government’s economic development agenda.

However, the appointment does not establish that Mnangagwa has chosen Tagwirei as his successor. Claims that the businessman is the president’s preferred candidate remain political speculation unless supported by direct evidence or an official statement.

What the Appointment Means for Zimbabwe’s Economy

Tagwirei takes office as Zimbabwe pursues investment-led growth under its Vision 2030 agenda.

His ministry is expected to play a central role in attracting capital, promoting investment opportunities and advancing economic development initiatives.

The challenge will be turning investment commitments into tangible results, including new jobs, increased industrial production and improved economic opportunities for ordinary Zimbabweans.

The appointment is also likely to attract scrutiny because of the relationship between Tagwirei’s private business interests and his new public responsibilities.

Transparent investment approvals, clear conflict-of-interest safeguards and consistent treatment of businesses will be important in determining whether the new arrangement strengthens investor confidence.

Separating Treasury from economic development could allow the two ministries to focus more clearly on their respective mandates. However, it also creates a need for close coordination on public spending, tax policy, investment incentives and the financing of major projects.

Ncube retains responsibility for public finances, including the national budget, while Tagwirei takes charge of economic development and investment promotion.

How the two ministers coordinate their work will be critical to the success of the new structure.

Chiwenga’s Position Under Scrutiny

Beyond the economy, the reshuffle is likely to intensify scrutiny of the political balance within ZANU PF.

Mnangagwa’s allies have pushed for an extension of his tenure to 2030, a proposal that has fuelled debate about the party’s succession and Zimbabwe’s constitutional arrangements.

Mnangagwa’s current constitutional term is due to end in 2028. Any extension would require the relevant constitutional and legal processes.

Against that backdrop, Tagwirei’s elevation to Cabinet gives him a stronger formal position within government ahead of ZANU PF’s 2027 congress.

For Chiwenga, the appointment comes amid continued speculation about competing interests in the succession debate. But it would be premature to conclude that the reshuffle definitively sidelines the vice president or settles the question of who will lead the country after Mnangagwa.

The appointment does, however, mark another significant step in Tagwirei’s progression from influential businessman and party financier to senior government office-holder.

The 2027 congress will offer a key test of the competing interests shaping ZANU PF’s future leadership.

For now, the immediate change is clear: Ncube retains Finance, while Tagwirei takes charge of economic development and investment promotion.

Whether the split improves economic coordination, attracts meaningful investment or deepens political speculation will depend on how the two ministries operate and how the ruling party manages its succession debate.
