Zimbabwe Cabinet Unveils Minerals Revolution, Manicaland Investment Push And Independence Say Readiness

Zimbabwe’s Cabinet on Tuesday approved a sweeping set of economic, governance, infrastructure and international cooperation measures, with the headline decision being a bold new minerals value chain framework designed to transform the country from a raw exporter into a globally competitive industrial hub.

At the heart of the 10th post-Cabinet briefing, presented after the meeting chaired by President Emmerson Mnangagwa, is a four-pillar strategy that seeks to tighten control over mineral extraction, processing and exports. The plan introduces mandatory value-addition standards, real-time mine-to-market tracking, university-based mineral laboratories and specialised economic zones across provinces.

This is a major policy shift for a country rich in lithium, platinum, gold and chrome, but long criticised for exporting raw minerals with limited local beneficiation. Officials say the framework aims to close leakages that have cost Zimbabwe billions in potential revenue while creating jobs in manufacturing, science and downstream industries.

Cabinet also received a strategic report on economic flagship projects in Manicaland, where government identified strong investment potential in mining, agriculture, manufacturing, tourism and energy. Key projects visited included Sabi Star Lithium Mine, Tanganda Tea Company and Dorowa Minerals. Authorities acknowledged persistent bottlenecks such as infrastructure gaps, high operating costs and limited access to capital, while outlining planned interventions through public-private partnerships, recapitalisation and business reforms.

On the national events front, preparations for Zimbabwe’s 46th Independence Anniversary celebrations in Matabeleland South were said to be at an advanced stage, with the main arena, access roads and logistics largely on schedule. The Children’s Party will host over 3,000 delegates, while legacy projects including road rehabilitation, housing and hospital upgrades are being fast-tracked.

Beyond domestic policy, Cabinet approved an education and scientific research cooperation agreement with Saudi Arabia, while Zimbabwe also secured the right to host a major international conference on migratory birds of prey in November 2026 following its participation at the global conservation summit in Brazil.

Taken together, the briefing signals an aggressive push by government to align industrial policy, infrastructure delivery and international partnerships with the country’s Vision 2030 ambitions.
