Harare – Political Tensions Over Donations To Parliament
The ZANU-PF Youth League has raised concerns over businessman Wicknell Chivayo’s intentions to donate US$3.6 million to Parliament, saying such moves risk undermining institutional independence.

In a strongly worded statement issued through Deputy Secretary John Paradza, the Youth League said while private individuals are free to support national development, such contributions must not be seen as influencing arms of government. The statement read:
“We firmly take a stand against any attempts, real or perceived, to influence any arm of Government, be it the Executive, the Judiciary or Parliament.”
“Parliament Must Remain Independent”
The Youth League stressed that Parliament is a constitutional institution responsible for translating citizens’ needs into law and must remain free from financial influence or perception of transactional relationships.
It argued that Members of Parliament already benefit from government-supported funding mechanisms, including the Constituency Development Fund (CDF), making external donations to the institution unnecessary.
Call For Proper Channels Of Support
While acknowledging Chivayo’s history of supporting development initiatives, the Youth League said such contributions are better directed at community projects rather than state institutions.
It suggested that any misstep may have resulted from poor advice or misunderstanding of parliamentary procedures.
Political Alignment And Government Defence
The statement also reaffirmed strong support for President Emmerson Dambudzo Mnangagwa, praising his administration’s development agenda and ongoing infrastructure, agricultural, and economic programmes.
It highlighted projects such as road rehabilitation, rural development schemes, and fiscal reforms as evidence of government capacity to fund national priorities without external influence.

The controversy over Chivayo’s reported donation comes amid heightened sensitivity around governance, public trust, and the role of wealthy private individuals in state-linked development.
The Youth League warned that all contributions must follow proper legal and institutional channels to protect the integrity of Parliament and avoid political controversy.
