HARARE – Zimbabwe Revenue Authority (ZIMRA) has announced a major reduction in vehicle registration plate fees, cutting the cost from US$500 to just US$50 for first-time motor vehicle registration. The move comes under Statutory Instrument 10 of 2026, aimed at easing compliance and improving efficiency in the issuance of vehicle plates.
According to a recent survey at the Central Vehicle Registry (CVR) office, the process of changing or registering plates has been drastically improved. Vehicle owners reported smooth, fast service with no long queues – a refreshing change that is being welcomed across the country. One car owner told ZiGoats:
“It used to take hours just to get new plates, now everything is done in minutes. This is a step in the right direction.”
A Boost for Efficiency and Compliance
The Minister of Transport and Infrastructural Development, through the Vehicle Registration and Licensing (Amendment) Regulations 2026, has streamlined fees to make vehicle registration more accessible. The move not only reduces financial pressure on motorists but also encourages compliance with legal registration requirements.
Highlights of the updated fees include:
- First-time Motor Vehicle Registration: US$50
- Change of Ownership (new plates): US$95
- Change of Ownership (retain plates): US$15
- Replacement of lost PSV Number Plate: US$85
- Personalised Plates for vehicles above 1,500cc: US$5000

By simplifying costs and the process, ZIMRA expects a reduction in delays and backlogs that have plagued CVR offices in the past. Officials say motorists now spend more time on production and less time queuing, making the system more efficient and less stressful for everyone.

ZIMRA advises all vehicle owners to ensure their registrations and plate changes are done through official channels to avoid fraud or fines. The Authority reiterated that it will not accept liability for loss or damage arising from misuse of this information, emphasizing the need for compliance with the statutory framework.
The new regulations also address special cases, such as garage plates, abnormal load plates, and trailers, ensuring clarity on all vehicle categories.
A Positive Step for Zimbabwe’s Road Transport Sector
Industry analysts believe the reduction in plate fees and improved process efficiency could encourage formalisation of vehicles, enhance road compliance, and even generate more revenue in the long term by attracting more registered vehicles into the system.
For Zimbabwean motorists, this is more than just a reduction in fees, it signals a government effort to modernise administrative processes, save time, and reduce unnecessary bureaucratic burdens.
