Teachers Confront Government Over Failure To Provide Payslips

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has officially challenged the government over the continued failure to provide physical pay advice slips (payslips) to teachers, calling the digital-only system a barrier to transparency and a threat to financial security for educators across the country.

In a strongly-worded statement, ARTUZ Secretary-General Robson Chere said:

“The transition to a digital portal has proven to be a failure that disproportionately affects rural teachers. Many have no reliable internet access, while the cost of mobile data is prohibitively high. The portal itself is often offline, denying teachers their right to a clear breakdown of earnings and deductions.”

The union highlighted that physical pay slips are critical for tracking fraudulent deductions, accessing credit, and protecting teachers from predatory practices, adding that the government may be using “paperless” systems to conceal the low salaries paid to civil servants.

ARTUZ formally requested the government immediately reinstate printed payslips for teachers, urging the Paymaster to act swiftly to restore transparency and fairness. The union warned teachers to document unexplained deductions while awaiting government response.

The demand comes as bank employees recently secured a 7.5% minimum salary adjustment for 2026, raising the sector’s minimum wage to US$762.70 per month, partially in US dollars and partially in the local ZiG currency. In contrast, teachers’ salaries reportedly hover around US$200, with calls for increases to at least US$540, reflecting levels prior to October 2018.

Finance Minister Mthuli Ncube has indicated that any salary increment will follow a government job evaluation programme, though no dates have been provided.
