ZIMRA Warns Tax Agents To Renew Licences Before Expiry Or Face Automatic Suspension

HARARE – The Zimbabwe Revenue Authority (ZIMRA) has issued a firm reminder to all licensed tax agents: renew your licences on time or risk automatic suspension.

In Public Notice 14 of 2026, issued on 27 February 2026, ZIMRA said tax agent licences issued through its Tax and Revenue Management System (TaRMS) are valid for two years from the date of issue and must be renewed within 30 days before expiry, in line with Statutory Instrument 125 of 2023.

The message is clear, miss the deadline, and you lose your system access and legal authority to represent clients.

What This Means for Tax Agents

ZIMRA says renewal applications must be submitted online through the Self-Service Portal within the prescribed timeframe.

The authority outlined a straightforward process:

  1. Log in to the ZIMRA Self-Service Portal
  2. Go to Taxpayer Information → Taxpayer Profile → Tax Agent Activity
  3. Click Licence Renewal and complete the form
  4. Attach all required supporting documentation

Failure to comply carries immediate consequences. Said the taxman:

“Failure to renew the licence before expiry will result in the automatic suspension of Tax Agent privileges, and the agent will not be authorised to represent taxpayers or access taxpayer accounts on the system.”

For tax practitioners, that means no filing returns, no accessing client profiles, and no interacting with ZIMRA systems on behalf of taxpayers until reinstatement.

Why This Matters for Businesses

Tax agents play a critical role in Zimbabwe’s compliance ecosystem. From SMEs to large corporates, many businesses rely heavily on registered agents to manage VAT returns, PAYE submissions, corporate tax filings and audits.

An unlicensed agent creates risk, not just for themselves, but for their clients. Said ZIMRA:

“Taxpayers are reminded to engage only duly licensed and registered Tax Agents.”

For companies already navigating tight liquidity, currency complexities and regulatory compliance, the last thing they need is filings rejected because their agent’s licence lapsed.

Governance and Compliance Push

The renewal reminder fits into ZIMRA’s broader compliance drive under TaRMS, which centralised digital tax administration. The authority has been tightening enforcement measures in recent years, pushing automation, traceability and accountability across the tax chain.

Statutory Instrument 125 of 2023 formalised licensing conditions for tax agents, strengthening regulatory oversight of who can represent taxpayers.

In governance terms, this is about professional standards, system integrity and protecting public revenue.

Bottom Line

If you are a tax agent, check your licence expiry date now.

The renewal window opens 30 days before expiry. Once it lapses, suspension is automatic, no manual warning, no grace period.

For taxpayers, the advice is equally simple: confirm your agent is properly licensed before submitting any returns.

As ZIMRA’s compliance slogan puts it:

“My Taxes, My Duties: Building My Zimbabwe.”
