HARARE – Parliament of Zimbabwe has opened the door for citizens to directly participate in shaping the country’s constitutional future after inviting public comments on the Constitution of Zimbabwe Amendment Number 3 Bill (H.B.1, 2026).
The call for submissions follows constitutional requirements that Parliament must consult the public whenever changes to the national constitution are proposed.
In an official notice, the Zimbabwe Parliament said the invitation for public comments is guided by Section 328(4) of the Constitution, which compels lawmakers to gather public views on any Constitutional Bill before it proceeds through the legislative process. The constitutional provision states:
“Immediately after the Speaker has given notice of a Constitutional Bill, Parliament must invite members of the public to express their views on the proposed Bill in public meetings and through written submissions.”
Officials say the process is meant to strengthen participatory democracy by ensuring that citizens, civic groups, professionals and young people can contribute to debates that shape Zimbabwe’s governance framework.
The Constitutional Amendment Bill Number 3 has already triggered national debate, with critics and supporters closely watching how the proposed changes could affect Zimbabwe’s political and governance landscape.
As part of the consultation process, members of the public are encouraged to submit written comments to Parliament for consideration by the relevant Parliamentary Committees.

Parliament has also confirmed that public hearings on the proposed constitutional changes will be held across the country, with dates and venues to be announced later.

The invitation has particularly been directed at young Zimbabweans, with civic leaders urging them to take part in the consultation process and ensure their voices are heard in decisions that shape the country’s future governance system.
Observers say public participation will be critical in determining whether the proposed constitutional changes gain broader legitimacy as they move through Parliament.
With the consultation process now underway, Zimbabweans from all walks of life are being encouraged to study the bill carefully and submit their views before the legislative process moves to the next stage.
