Constitution Defenders Forum Urge Zimbabweans To Demand Two National Referendums

HARARE – The newly launched Constitution Defenders Forum (CDF), led by veteran constitutional lawyer Tendai Biti, is calling on Zimbabweans to demand two separate national referendums amid ongoing debates over the Constitutional Amendment Bill 3 of 2026.

With just 67 days remaining before public hearings and consultations on the Bill, CDF warned that the stakes for the country’s constitutional democracy are high. The forum said in a statement seen by ZiGoats.com:

“If ZANU PF wishes to pursue its objectives lawfully, two referendums are constitutionally required.

The two referendums would be:

  1. A referendum for the people to decide on the extension of the presidential term, as stipulated in Section 328(7) of the Constitution.
  2. A separate referendum for the people to decide if the extension benefits an incumbent or not.

CDF emphasised that when public consultations begin under Section 141, Zimbabweans must insist that constitutional procedures are strictly followed. The forum urged citizens to demand democratic accountability, legal fidelity, and transparency in the process. The forum said:

“Constitutional procedures cannot be bypassed or diluted. When the public hearings start, demand constitutional fidelity. Demand democratic accountability. Demand two national referendums.” 

The forum’s call comes amid rising public concern over potential changes that could extend presidential powers, with many activists warning that failure to follow proper constitutional channels could undermine democratic norms.

Zimbabweans are now being encouraged to engage actively in the consultations, ensure their voices are heard, and protect the integrity of the nation’s supreme law.
