HARARE – Motorists in Harare have been warned to stay alert after the City of Harare uncovered a criminal gang masquerading as municipal police officers to rob unsuspecting residents in broad daylight.
According to city authorities, the suspects target drivers by accusing them of violating parking bylaws. Posing as council police, they aggressively approach motorists, force their way into vehicles and then rob victims of cash, phones and other valuables.
The city says the scam is becoming increasingly organised and dangerous, with criminals exploiting public trust in uniformed officers to carry out quick smash-and-grab robberies before disappearing into busy streets.
As part of the same operation, the City of Harare Municipal Police have arrested a 34-year-old man, Romeo Madododo, who is suspected of masquerading as a municipal police officer to extort money from small business operators. Authorities say Madododo was caught in the act outside Town House while attempting to conduct an illegal transaction with one of his alleged victims. He is currently detained at Harare Central Police Station, facing charges of fraud and impersonation. City officials have urged any other residents or traders who may have fallen victim to the suspect to come forward and record statements with the police.

Mbare Robbery Gang: Hotspot Identified
Harare City has confirmed that some members of the gang have already been identified, particularly those operating in Mbare near Rufaro Stadium. In one recent incident, a motorist travelling to Beitbridge was robbed in the area last week.
Two of the suspects were captured on video during the robbery, footage that later went viral on social media. Residents reportedly recognised the men, helping authorities narrow down their identities.
City officials say this breakthrough could be key in dismantling the gang, but only if victims come forward.
Call for victims to report
The City of Harare is urging anyone who has fallen victim to these fake council police officers to immediately report the matter to the Zimbabwe Republic Police so that arrests can be made and prosecutions pursued.
Authorities have also appealed directly to the Beitbridge-bound motorist seen in the viral video to formally lodge a report.

How motorists can protect themselves
City officials advise motorists to remain cautious when approached by anyone claiming to be a municipal officer. Genuine council police are expected to identify themselves properly and follow clear procedures, not force entry into vehicles or demand cash on the spot.
Residents are encouraged to avoid confrontations, stay in well-populated areas, and seek verification from official channels if in doubt.
As investigations continue, Harare City says it is stepping up efforts to flush out impostors and restore confidence in municipal law enforcement.
