USA Issues Travel Advisory as Uganda Votes: Tense Elections Test Washington–Kampala Ties

KAMPALA, Uganda – The United States of America (USA) has issued a Level 3 travel advisory for its citizens in Uganda as the country navigates a tense presidential election on January 15, 2026. The U.S. Embassy in Kampala warned Americans to exercise enhanced caution, avoid large crowds and demonstrations, and limit unnecessary movements following reports of security forces firing tear gas and gunshots to disperse gatherings nationwide.

The advisory comes amid early results showing incumbent President Yoweri Museveni leading with a wide margin over opposition leader Bobi Wine, raising fears of post-election unrest. The State Department cited crime, terrorism, political demonstrations, and laws targeting LGBTQ+ individuals as key risks, stressing that both residents and travelers must remain vigilant.

Washington’s alert also underscores broader diplomatic stakes. The United States considers Uganda a strategic partner in regional security and counter-terrorism, but persistent concerns over human rights, political freedoms, and press constraints have periodically strained relations. This advisory, issued at a critical electoral moment, signals U.S. sensitivity to both citizen safety and democratic governance.

Unlike some Western missions, the U.S. was not granted full observer status at polling stations, limiting its direct oversight of the electoral process. Observers and analysts say this, combined with internet blackouts and security clampdowns, heightens international scrutiny over Uganda’s election credibility.

For American citizens in Uganda, the Embassy emphasizes practical precautions: avoid demonstrations, carry identification and emergency contacts, monitor local media, and plan contingencies for safe departure.
